The Emergency Response Service (ERS) is available 24 hours a day, 7 days a week. This is a police dispatched mobile crisis unit serving Peoria, Tazewell & Woodford Counties in Illinois. They provide around the clock crisis intervention, assessment and referral services to law enforcement agencies, hospitals, social services, and the general public. This highly trained crisis interventionist team specializes in:

  • Basic legal rights related to behavioral health, housing, and family issues.

A New Horizon, a recovery community center, is a peer driven, person-centered program that offers recovery support services for those with a substance use disorder or co-occurring disorder. These services are available to individuals and/or their families, significant others, and allies. Emphasis will be placed on exploration and discovery of behaviors and practices needed to maintain personal recovery plans while developing positive self-images through acknowledgment of the processes of recovery from addiction disorders. Crime Victims Compensation

A violent crime can have a lasting impact and can bring changes that one might not expect. The Office of the Attorney General led the way for legislation that created the Crime Victims Compensation Act. This law reserved resources to help those who lives were interrupted by a violent crime. This financial assistance could include offsetting costs related to:

  • Accessibility and Usability of Property
  • Crime-Scene Clean Up
  • Funeral/Burial Expenses
  • Loss of Earnings
  • Medical, Hospital and Dental Expenses
  • Mental Health Counseling Expenses
  • Relocation Costs
  • Replacement Costs
  • Tuition Expenses

The Illinois Crime Victims Compensation Program offers reimbursement up to $27,000 ($45,000 for crimes on or after 8/7/22) for expenses incurred by eligible victims as a result of a violent crime.

The Center for Youth and Family Solutions is a comprehensive, not-for-profit social service agency. Our agency provides strength-based, family-centered, trauma-responsive services to youth and families in need throughout Central Illinois and Eastern Iowa.


We offer critical counseling, casework, and support services to help people struggling with trauma, grief, loss, abuse, neglect and other significant family life challenges. Our agency provides foster care services for abused and neglected children; adoption services; crisis response for runaways and their families; delinquency prevention services for at-risk youth; residential treatment for abused and neglected boys; professional counseling for children, individuals, couples, and families; in-home counseling for seniors; mental health crisis response for youth; and community advocacy programs. As a result, we serve over 20,000 people each year throughout 37 counties.

Just as its name implies, FamilyCore understands that strong families, equipped with the tools and support needed to succeed, are at the heart of any vibrant, tight-knit community.

FamilyCore (previously known as Counseling & Family Services) employs over 90 individuals that work with schools, the court system, and other social service agencies to connect counseling, intervention, preventative education, and other support services with those who have a need. FamilyCore takes a holistic approach in its continuum of care, often providing boosts of support to multiple generations. The end goal is to maintain the integrity of family, however, it may be defined.


FamilyCore has been a leader in the Peoria, Tazewell, and Woodford counties for 123 years in “Strengthening Families for a Stronger Community.” This is done through our many services including Adoption, Child Welfare, Counseling, Single Parent Support, and Outreach. Last year alone, FamilyCore touched over 13,792 lives in the area.

Therapeutic Foster Care places children with histories of severe trauma and emotional/behavioral needs in family treatment homes where they receive more one-on-one care and attention. The program is evidence-based and provides short-term, intensive support for these children so that they can thrive in a family home. Therapeutic Foster Parents are paid a daily stipend to allow a member of the household to devote time to the child. Therapeutic Foster Parents receive special training and 24/7 support. They also are part of a comprehensive team that supports the child.

Central Illinois Friends was founded by a local group of individuals who were concerned about the response to the AIDS epidemic both nationally and locally. These individuals, who were made up of strangers both positive and affected by HIV, quickly became friends and officially became a not for profit in 1990 known as Central Illinois Friends of PWA Inc. Through the years Friends has adapted and grown to be the support, resource center, advocates, and community for people living with and who have been affected by HIV in the 16 counties of Central Illinois. Friends has also evolved into a public health organization offering free services such as comprehensive sexual education, linking individuals to the proper care, and providing HIV, Hepatitis C, and STI testing anywhere in Central Illinois. Today, while providing these free essential services, we serve as the safe space for all people living with and affected by HIV.

ABC Counseling & Family Services, Inc. was founded in September of 1992. It is a private, not-for-profit, non-sectarian agency with its home office located in Normal, Illinois. The agency was opened to meet the need for specialized services in adoption and sexual abuse assessments and treatment.

Since ABC Counseling & Family Services opened, the agency has served over 8,000 clients and families throughout Central Illinois. Our staff has grown from one full-time and one part-time to four part-time staff and fourteen full-time staff with a steady stream of MSW and BSW interns.
